বিবিআইএন স্বাক্ষরিত হওয়ার ফলে বাংলাদেশ, ভুটান, ভারত ও নেপালের মধ্যে ব্যক্তিগত গাড়ী, যাত্রীবাহী যানবাহন এবং পণ্য পরিবহণের জন্য পণ্যবাহী যান চলাচল করতে পারবে। ইতোমধ্যে ভারত, বাংলাদেশ ও নেপাল চুক্তিটি অনুসমর্থন করেছে। আশা করা যায় ভুটানও সহসাই চুক্তিটি অনুসমর্থন করবে। চার দেশের অনুসমর্থনের পর চুক্তিটি বাস্তবায়ন হবে। আজ মঙ্গলবার সংসদ অধিবেশনে এ তথ্য জানান সড়ক পরিবহন ও সেতুমন্ত্রী ওবায়দুল কাদের। স্পিকার ড. শিরীন শারমিন চৌধুরীর সভাপতিত্বে অধিবেশনে এ সংক্রান্ত প্রশ্নটি উত্থাপন করেন সরকার দলীয় সংসদ সদস্য এম এ মালেক।


জবাবে মন্ত্রী আরো জানান, পাশ্ববর্তী দেশের সঙ্গে স্থল পথে যোগাযোগ ব্যবস্থা স্থাপন করার লক্ষ্যে সরকার কর্তৃক বিভিন্ন পদক্ষেপ গ্রহণ করা হয়েছে। আন্তঃদেশীয়, আঞ্চলিক ও উপ-আঞ্চলিক যোগাযোগ মহাসড়ক নেটওয়ার্ক সর্বাধিক গুরুত্ব বহন করে। ভৌগলিক অবস্থানগত সুবিধার কারণে ৫টি আন্তঃদেশীয়, আঞ্চলিক ও উপ-আঞ্চলিক মহাসড়ক নেটওয়ার্ক উদ্যোগের সঙ্গে বাংলাদেশ সম্পৃক্ত। মন্ত্রী জানান, বিসিআইএম-ইসি এর অধীনে বাংলাদেশ, চীন, ভারত ও মিয়ানমারের স্টাডি গ্রুপের সভা গত ডিসেম্বরে কক্সবাজারে অনুষ্ঠিত হয়েছে। বিমসটেকের আওতায় লজিস্টিক স্টাডিও ইতোমধ্যে সম্পন্ন হয়েছে। তিনি জানান, পাশ্ববর্তী দেশগুলোর সঙ্গে যোগাযোগ নেটওয়ার্ক গড়ে তোলার অংশ হিসেবে ৮টি মহাসড়ক করিডোরে ৫৯০ কিলোমিটার মহাসড়ক ধীরগতির যানবাহনের জন্য পৃথক লেনের ব্যবস্থা রেখে দুই লেন থেকে ৪-লেনে উন্নীত করার সমীক্ষা ও নকশা প্রণয়নের কাজ চলছে। উক্ত স্টাডি সমাপ্তের পর বিনিয়োগের ভিত্তিতে বাস্তব কাজ গ্রহণ করা হবে।
